For some reason I cant get the zone to transfer or to get the quest line from thassarian in Icecrown. I got to friendly reputation with them by doing dailies at the TOC area but hasnt phased or anything into the right zone. I went back to borean to see if it had anything to do with his quest chain out there but I already did that quest chain when leveing and he sais so to when i talk to him on the ship. I dont know what im miising.

Correct me if I'm wrong.
1. You haven't done "Preparations for War" quest which starts from Krasus' Landing, Dalaran.
2. You try to talk to Thassarian at Shadow Vault - though you haven't done any quest followed by Preparations for War in Shadow Vault.

You need to talk to Thassarian at the Horde/Alliance gunship that's hovering between Dalaran and Argent Tournament grounds. Preparations for War -quest should lead you to right direction (don't take the offered flight there, fly there yourself). And then follow the Shadow Vault questline to get Thassarian into Shadow Vault.
