Would it be possible to add the feature of cross faction racial shift to the woltk realms like for example, with an npc you'll get the functionality to exchange all the racial abilities from one race to another as long as the other race share the same class, like an orc warrior replaces all his racials for those of a human (ofc removing all the orc racials since it will be op to have emfh + blood fury + hardiness), i think this change could bring the population balance needed in pvp, and make it possible to swap only once per character (or maybe more times with a services process like the faction change thingy).
There are already servers who implemented this feature, and since it may appear confusing to see a undead rogue re-stealth using shadowmeld, transmogrification can be taken into account in the same way (like a full tmog character appearing to have green equipment but irl is full wrathfull or something like that).

No. Transmogrification is neutral to gameplay.
There is a toggle to turn on/off this feature in account settings (Website).
If you toggle it off you will only see original armor on yourself and others.
I fully support the suggestion and I also strongly believe that it would fix our population disbalance in both, PvP and PvE.
It's quite interesting to read that there are already private servers out there who implemented independent racials. How were these changes received by the player base?
I agree though that tmog isn't a very good comparison.
However, mercenary mode makes players already able to use racials which don't fit to their current race. For example we already encounter Undeads poping EMFH in BGs, etc. I have never heard of anybody who was complaining about mercenary pvpers that were using a racial that doesn't belong to their race even though it happens in bascially every BG match.
The idea of Racial Shift Ability is a great ideea as it was tested on a different server and the PvP community came down to a greater stability than before with default settings.

Ye maybe comparing it to transmog was not a great example but @Brutone added with the mercenary mode you can see different player models with mixed racials as well. And overall it seems more fun.

I don't think this kind of feature should be placed behind payments. People would've lost it if mercenary mode or xmogs would've been premium features. "Regular" game features shouldn't be premium only.

It should balance things for sure. It would certainly make people pick other races for change, instead of always picking the meta races. Ofc with race/class restrictions still being a thing, it wouldn't make some races go extinct.
If we did this, it's unlikely it'd be a paid feature. However, I will say that it's highly unlikely to happen. We don't like to fiddle with faction balance on established, older, realms that already have their balances set in place organically. I understand that the state of balance on those realms may not be ideal for some, but making adjustments to such things would need to be discussed internally in depth and executed with the most extreme care.

but I think it could be a good a/b test for lets say next Frostmourne season (if it ever happens again), like we had mythic dungeons and timewalking in previous seasons.
Frostmourne? Onyxia will be the next progressive wotlk realm.
Well, let's see how Warmane gonna balance the factions on Onyxia in case there is a big imbalance when TBC goes live.
Back on the Outland realm they gave the alliance free riding and + 50% rep/XP/honor to overcome the faction imbalance.
I assume they'll have to implement smth similar on Onyxia when they don't wanna add a racial shift feature.
