Add free xfer from horde to ally side

I've asked this question in every similar thread to this one that I come across and nobody have answered it. If the faction disbalance is caused by people moving to Horde because thet think Alliance is bad/dead, then why would anyone transfer to Alliance? How would that solve the disbalance?
