BGs not available to lower levels? Why?

Simple. I always try to join a BG on a level that isn't 70 and next to the "last 10 players" it says "unavailable". Even in Call to Arms events I can´t seem to join.

they are available but people simply don't queue bgs at lower level so the estimated time is "not available". with x5/x3 exp rates people just lvl to 70 before doing bgs.
