Are you sure the ring was/should be available already? According to Wowpedia the ring was added in 2.4. The ring is also 10ilvl above 25 raid level ilvl which makes it seem unlikely that Blizzard would add an item superior to current raid tier, obtainable by a fishing daily...

Edit: The link you provide clearly states Phase 5 too... so the ring wont be in the game until s4/SWP release.

Here we can see Spottman, one of the best ferals around, on the official WOW Classic servers with both of the rings, I also remember seeing them when I was playing with my shaman there and got it confirmed by a couple of other peers.
So definitely available in S1.

This was one of the many mistakes classic did. The 2 rings were available only late game in the original tbc version, and classic put them ingame in season 1 for whatever reason.

You are not playing tbc classic, you are playing... whatever tbc was back when it was released.

If you mean Staff of Natural Fury I think it shouldn't be available on Onyxia either...
