Cant choose faction

Hi all,

Yesterday i bought a lvl70 account on trade. I wanted to choose scryer faction to gain rep with, but i cant. The guy next to adal dont give quests.., I can talk to him but thats it.
I am neutral with scryer, neutral with shatar. Anyone any idea. Do i have to do a prequest, am i bugged or anythinge else?

You have to talk to the Haggard War Veteran in shatt and he will send you to Adal
