U need to add some stuff for tanks and heal . like bonus loot boj etc ..why do we always need to wait 2 hrs for rdf ? even in lvl 70 . even with 12k population..rdf is dead . the random dungeon reward must be something to make it more active..please noted this for the good of server..its so dead even in max population

You could contribute to the solution by converting your dozen DPS characters into tanks.

I think there should be an RDF mode where everyone joins as DPS until they learn some fundamentals about games with multiple roles or rage quit.
