Are queues in low lvl RDF always this long?

I've done two RDFs on my mage while being in queue constantly from lvl 15-34, on my rshaman at lvl 29 I'm having over 30 minutes of queue. I can accept it on my mage but as a healer it's impossible to level, is it always like this?

I experience the same issue. It appears that active server population is tanking. When TBC started, the server was full. Now I observe maybe 3.5k players with 2k+ being horde and 1k+ alliance.

Keep in mind the active online population isn't an actual representation of active players. At this stage of the game later in a phase especially there isn't much to do in game. Players log on to raid or just do a quick daily or to check AH for something etc. The server peaked on launch obviously because everyone was playing nonstop for weeks to farm dungeons and reps and level. It is a lot more difficult to enter a TBC progression realm in the middle of it. Not impossible, but catching up is not always simple. That's part of the utility of having a store to buy some hard to get items so you can catch up.

You can literally just quest and level faster than RDF. Lol.
As a mage specifically, but even a melee shaman levels very quickly. Levelling as resto is just making the grind harder for yourself just to do RDF - which is usually filled with awful players too lazy or too stupid to quest at low level.
