Realms Fix chests

This is gonna be controversial:

Fix the chests-being-lootable-by-alts-who-didn't-participate-in-the-fight-bug/ability/mechanic

This was not the way the game worked in the OG nor in Wrath classic, but all of warmane will constantly argue in-favor of allowing this. What this does is allows people to bring their bis toons for a 5 boss icc10/25 and then bring naked lvl 80 alts for gunship/DBS/Valithria and encourages what I call "Pseudo-ninja looting" as your alt was not in the raid participating in the fight, your main was.

You should not be eligible to boss loot you did not participate in killing. This is a fundamental basic.

I would like to consider this bug abuse, but this mechanic has been changed 1000x over back and fourth that I can't simply bug report it. This requires a discussion.
