Barracks is available to Icecrown as seasonal characters ends up there in the end. This isn't the case for Lordaeron. You don't run out of room for the same reason. If seasonal realms had option to transfer to Lordaeron, Barracks would be available to it too.

That was created for Icecrown because of the demand that surfaced when closing servers got merged into it, causing players with an already full roster to need a way to access the extra characters. It never had anything to do with people just wanting to extrapolate the client's limit on characters per account. I seriously doubt the demand for this on Lordaeron is even enough to call it a niche. Perhaps our webmaster will take interest in doing it, but I personally see it way below in priority to a long list of other things.
