Problem with Pala mount at lvl 40

So I hit lvl 40 and was searching for the quest for the free pala mount. Duthorian Rall doesn't have it.
I even checked the trainer for the summon spell, didn't have it either.
Im a Draenei not a Human so maybe that's the problem?

You need to know Journeyman Riding for trainers to offer the mount.

Is that so? But they changed that right? It wasn't like this on a offi.

Patch 3.0.3 (2008-11-04): [Summon Charger] Is now available on the trainer at level 61, requiring 150 riding skill, and the non-epic mount learned.

You may be confusing it with the level 20 mount, which does grant Apprentice Riding when you learn it.

Patch 3.2.0 (04-Aug-2009): Can now be learned at level 40.

Duthorian Rall appears to only be a quest giver. Visit a paladin trainer instead. Check filters and see if the mount is there, and what requirements it has. E.g. Level 40, Journeyman riding.

Think the quest chain is still level 60.
The start for the Alliance is Lord Grayson Shadowbreaker, located in Cathedral of Light, Stormwind.
The start for the Horde is Knight-Lord Bloodvalor located in Farstriders' Square, Silvermoon City.
