After becoming exalted here, I was able to use the quartermaster once, but on subsequent visits, the quartermaster disappeared. I can't find it. I also can't accept the quests shown on the minimap. I need to get the shoulder enchant, but I can't. How do I fix this?

you just have to go and retake the quest "forging an alliance" from that high tower (temple of storm) in storm peaks.
