Make battle of Wintergrasp a cross-realm battle with Lordaeron, Icecrown and Blackrock realm.
- PvPers of all 3 realms are in one server pool and can queue up every 3 hours for the battle.
- Multiple instances of WG can run simultaneously with 300 players max per WG battle.
- Gear brackets like in BG if large amount of players queue up.
- Blackrock players have Mercenary mode active and are used to balance out the factions.
- Winning faction no longer decides who is controlling the fortress after the Battle. Instead its rotating every 3 hours so horde and alliance have equal access to the raid instances inside the fortress.
Wintergrasp isn't a separate instance. It's an actual zone in the game. That's your primary issue. Wintergrasp operates on its own time and its own properties that are specific to the server.
And honestly there is no shortage of players in Wintergrasp. The purpose of the cross realm would be to get more players, but that isn't an issue.

I think it would be technical possible to run the battle of wintergrasp on a seperate instance.
WG as a zone could coexist on each server but wouldn't be affected by the battle.
That would pretty much turn WG into a BG like Shred said but ppl could only queue up for it once every few hours.

Not sure if WG is that crowded on the Lordaeron realm... Also it feels kinda weird that Blackrock doesn't has WG at all even though its a PvP only realm.
