I'd like to know your opinions about which weapons I should use before the one??s that drop in raids for Enhancement Shaman. I have Dragonshrine scepter and ruthless PvP. Is Dragonshrine scepter best because of mastery?

Imo loss of the attack power is not that big a deal if all other options are 359 and below.
However, it's best to do fl to try and get agi weapons.

Right now shammy dont has adequate weapon opposite other class (without donate).
Buy 2x ruthless agi weapon later 2x cata agi weapon and wait for open more bosses in DS.
If you want only pve weapon, 2x Gatecruser later 2x Gatecrusher hc from Balerock in FL is top right now.
Weapons with str (hand of morchok, Obsidium Cleaver ... ) are bad choose for shaman.

Weapons with str are very good choice if the second choice is 359 weapon. Str will still give him attack power, only instead of 348, he'll get 174 AP.
But if you can get your hands on Cata weapons take those. Dmg > other stats

An easy obtainable weapon to start with is Obsidium Cleaver. Despite the fact it gives strength it does give AP, slow weapon and has a high DPS. The PVP weapons are indeed better (both ruthless & cataclysmic) so you could aim for that. There were a lot Claws of Torment HC (unobtainedable currently) on the auction house after the
cow event so maybe you can get someone to buy it from now.
Weapon priority that is obtaintable now:
Cataclysmic Elite Axe > Gatecrasher HC > Shatterskull Bonecrusher HC > Hand of Morchok > Cataclysmic Axe > Gatecrasher > Shatterskull Bonecrusher > Claws of Torment HC > Ruthless Axe > Obsidium Cleaver > Dragonshrine Scepter
You can also consider using an Agility Dagger in your main hand. Never in your off hand though.
