[BUG] Fingers of Frost

Hello!
I have find out that mage's frost tree talent - fingers of frost is not work properly.

as the tooltip says:

Gives your Chill effects a 15% chance to grant you the Fingers of Frost effect, which treats your NEXT 2 SPELLS cast as if the target were Frozen. Lasts 15 sec.

First of all, fof affects dmg not whole spell which means you can burn two stacks with a single spell.
The bug occurs mostly with aoe spells such as cone of cold, arcane explosion or nova.
CoC sometimes tirggers and burns whole talent which is quit odd.
Also Arcane Blast burns 2 whole stacks with single hit.

Can't find any decent proof maybe someone with good memory may help here?
