Pandaria Gouge

My gouge is no longer incapacitating anything, pve or pvp since the last update. I made a bug report about it but people are telling me their gouges are working. Is this bugged for anyone else or just me? If it helps I had dirty tricks talent before the update but I doubt that has anything to do with it. Switching talents / glyphs / specs / and relogging / cache clearing is not fixing it.

i just started rog yesterday lvl 40ish and gouge fails every time idk if its relevant.

I can confirm that gouge isn't working. When I use it, I don't get a miss or block or whatever, just nothing happens.
