Global CD bugged in my account

My account has a very annoying bug. I noticed that recently watching my brother playing in ANOTHER account. His Global CDs works perfectly.

When I cast any ability that shares a global cooldown with another one, I should wait 1,5 sec to cast again. The global cooldown is there, but the animation on my bars should show that i cannot cast that spell until de shade goes completely down. It is not happening in any char of my account. If I try to cast before these 1,5 sec, a message appears in my screen (its not ready yet), but my bars shows the opposite.

Can anyone help me? It's making my pve rotations much more difficult.

Solution:

Just delete Cache and WTF folders.
