Are guild charters broken?

I purchased one, but when I right click on it nothing happens, so I can't get signatures to form my guild. I looked around a bit for information on this but couldn't find anything. Help?


Edit: At the time I posted this, my game client was still downloading. It has since finished, I have cleared the came cache and even destroyed that old guild charter to try it with a new one. The same issue is persisting. I have created a web ticket about it * here * in case anyone else would like to follow this issue. Until this is fixed, it looks like we cannot create new guilds. Note that this was first tested on Aldwin Laughlin in Stormwind, but I shall try in other cities as well. If any of them work, I shall update this, but as there is no reason for them to be distributing different items I do not forsee any changes.
