Race change (Can i use race change to change from human to orc)

Ive been wanting to change factiions for quite some time and i gathered 100 points. I saw 2 options; Race change and faction change. Faction change is 50 points more. I wanted to use the race change but im afraid i can only change to the same faction race. I dont want to waste my points so im asking you guys if i can use race change for lets say human to orc?

No, race change only allows you to change to a different race inside your Faction.

Faction change allows you to pretty much change anything, race and faction.
