Need confirmation: Portal Trainers

I noticed that the portal trainers in the Warsong Realm only sell portals to the city you're in at the moment (Stormwind --> Stormwind Portal)

However the Horde as an Troll in the Valley of Spirits which sells (almost) all the portals you can buy.
Is this a bug? or does the Alliance has such a trainer as well?

If this is a bug, I'll sumbit a bug report.

On Alliance-Side you can only learn portals for the city, in which you are. So, if you're in SW, you can only learn Portal/Teleport for SW there.
