Quests are purposedly disabled. Shadowmourne drops from LK25HC and RS25HC, at a very low rate, or it can be bought for... more money than it is worth.

Back when this was Molten they enabled the Shadowmourne quest but some people just used auto-complete quest hacks to get SM, so they decided to make it a super rare drop from LK and Halion 25 HC.
