Technical [Buccaneer's Vest] and [Buccaneer's Robe] inability to transmog.

I use Ruthless Robe s11 and I can't transmog the gear I've been hunting for hours, btw I'm mage. Both of this aren't acceptable to be transmogged I don't know why pls allow me to use it. Still no idea if its bug or there's something wrong that I don't know. Ruthless robe s11 is cloth, so as the [Buccaneer's Vest]
it's grade is uncommon*green* and I tried doing this to my other ruthless gear s11 boots and I used uncommon*green* gear to transmog, works fine. it's just the chest part that's frustrating.. Pls help thx

update, there's no enchantment like int, stamina on these clothes I've mentioned, pls fix this because I spent hours of hunting these.. thx
