Cold weather flying WOtLK

Hello everyone

I reached 77 on Deathwing server but I still do not see cold weather flying available at the trainer in warsong hold.
I only see the last riding skill at 4k gold. Is cold weather separate at another NPC or must I get the last riding skill ?

You can buy it in Dalaran, I know that much for sure.

Thought it would be available at all fly trainers in Northrend.
