Technical Blackrock + Coins = ???

So i've been looking to purchase a tabard on blackrock. I have my eyes on wrathful gladiator tabard

But I got some questions regarding it.

Within the game it's an arena mount that requires very high arena rating to achive. - My question in short is. If I buy the tabard or any other item that requires arena rating from the coin store will I get it sent to me? And can I equip it?

It's my understanding that you need the arena rating to purchase the item in game, but as far as equipping the item does not require any arena rating.

I know on another server i was able to earn the tabard and even after losing my arena rating I was able to equip the item at any time
