And is level cap is for what ? Waiting people to get max level ?

This is advertised as a Hardcore server

The time gap is there to allow for more bug fixes by the Devs. Maybe roll an alt for more professions? Try to win the auction house to have enough gold for flying? There's plenty to do in an MMO like WoW, start trying to be optimistic and they'll flow to you.

im here since 2009 and level 60 cap is the worst experience i had in Molten =)

Realm would only be launched near december if the 60 cap wasn't added. This was announced as a chance to play here quicker.
ETA until outland content has been polished for Lordaeron's standards is 1 month after release date, the cap will be raised when this is ready.
