Will it be a progressive realm?

Hi, ive been searching around but cant seem to find anything stating this.
I like the idea of the 60 and 70 cap.
But what about when Northerend is realesed?
Will everything be avaliable when northerend is realesed? or will it be like in "retail"

Yes, WotLK Content will be released progressive first T7 Content then T8 and so on..
