People who did the same quest you were on somehow dodged the mobs and they did not despawn afterwards.
Exactly it's a bug they should spawn aggressive towards the person who started the quest but they don't same **** happens with every other quest summoned mob (npc summoned ones as well but those at least despawn like they should).
They should also despawn after a certain time or when the player dies .
As it is those bugged quest mobs bloat the server so they should probably prioritize fixing those a bit higher.
