Reinviting someone after kicking them in a dungeon

When i kicked someone in a dungeon then i tried to re invite him it said " this player is ignoring you" is there a reason for this?

Yes, he was ignoring you, as the notification suggests.

but he wasn't.. this has happened more then once.
i could still whisper him and see his text in /chat
but still could not invite him back

This is not blizzlike blockade to prevent power level in dungeons. You can already powerlevel in stockades using granade and leave party. Have nice power level.
