Quests in Icecrown and Stormpeaks

Are there enough of them for level 78 to hit relativley fast 80y?

You can hit 80 without ever stepping foot in Icecrown or Storm Peaks. Which is something I recommend because it then makes questing a lot easier. If however you are determined to go to those places at 78, yes you can reach 80 in just a single zone, just don't expect to be soloing group quests.

As for the quests themselves, there are a few bugged quests as well as one or two that are impossible to complete. If you come across such a quest, first check the bugtrackers as more than likely there is a workaround.

stuck at 79 in icecrown due to [Free Your Mind] quest and vanguard quest, - [Into Wild Green Yonder], the mobs arent spawning

It is like you didn't even read my post about checking the bugtracker for ways to fix those quests.

so what that it says that they are working, something has might gone wrong. The mobs are not spawning, maybe they do, but it takes hours

The mob of Into Wild Green Yonder spawns, but not in the right place. It's in the camp near the tents and the physicians. In a clump too
