WotLK NPC is no giving my Paladin Redemption starting quest

The Problem: My Paladin(human race) is a boost character so it is level 80 but redemption quest NPC(Duthorian Rall) dose not giving me the starting quest

Check all the NPC's involved with the Human quest chain. If you are still unable to start the quest chain, then you can make a ticket in-game. Reporting a bug for Ragnaros' current core isn't going to have an effect, and even if it did, it wouldn't be a quick fix for you. You will either need to figure it out on your own, or wait for a GM to service your ticket in-game and assist you.
