What's supposed as PowerLVL?

As the title says, what's supposed as PowerLVL? (The reason to be banned)

There were few topics about that, try searching for it, but in short you can not tag and kill mobs that are skull level for you. Up to 7-10 levels I think it's okay, but above it it's bannable.

Like you can't bring your 20 level char to Outland or Northrend and kills mobs.
