Gann's Reclamation bug? - Prospector Khazgorm/Khazgorm's Journal

I was trying to do the quest and my party and I waited around for roughly 20 - 30 mins at the digsite, looked up his location online and he never spawned, I've never seen the NPC there myself either. Wanted to know if it's a bug or if his spawn was moved somewhere else.
