WotLK Question about ganking

There was this 80 hunter in Tanaris Gadgetzan mounting up jump from the barrel to the tent to get on top of the inn building. So he could be on top of the building and Ranged attack PK all the lowbies.

Is this allowed or bannable?

As long as he did not exploit / hack for it, it is fine.
