Got a level 80 killing level 70 mobs in UK with a group of lvl 71's yet the 71's dont get XP unless they are like 40 yards away or less. Did u make this change recently?. I remember the 70's even being able to be at the door and getting xp from mobs dieing way far away from the door..

If such a change has been made it was not officially said so only some of the developers can answer you that but to me this sound like a good change, it is logical to be that way, what about powerleveling in classic dungeons is it like that there too ?

If you have a group of 71s then do the dungeon normally lol... The 80 alone will take more time to clear it. And thats not powerlvling, Powerleveling would be a group of 80s and one 70-71 player getting kicked from group, tagging the mobs and then the 80s kill them asap and reinvite him to not get kicked. And thats bannable as far as i know

Nope, it's not bannable unless the mobs are 10 levels above you or higher.

How will they know you are doing it, no one can see you in the dungeon is there some software that is monitoring for such behavior ?

I don't know how they manage to see ppl inside a dj, but trust me, they do see them. Yesterday, a lot of ppl were banned for " power leveling " so I'm guessing they have some kind of way to do that.
However, like previously said, " mob tagging /power leveling " is allowed as long as the creatures aren't 10level higher than the guy tagging them. To quote a Gm from retail " It is just a clever use of our mecanics ".
As for the 80'thing in Uk, if I remember correctly, the xp you're gaining as a 71 when mobs are been killed by a 80 is greatly reduce because of his presence in your group.

You can only enter dungeons at set levels, and taking a higher level to said dungeon should not be bannable as Blizzard designed the level requirements themselves.
We've been boosting through dungeons for years on retail....

Exactly and i just tried hellfire dungeons and the lowbies have to be 50 yards away. Can't leavem at the door anymore and get xp tf is this garbage?....Dont even see any mention of it and its legal on retail and the boot is near equal to questing xp..Not like im in Borean tundra aoeing neutral mobs to boost a lvl 1... The ones getting the boost are 1-3 levels from the enemy mobs lvl...
