Okay, apparently you have to go the throne of thunder and take the quest again, which will phase the quartermaster back in. +all the quests.

Does this mean shadow vault works?

Literally almost everything should be working. Lordaeron's core had a few minor bugs here and there. Some class bugs, bg bugs, a Northrend quest here and there bugged, but yeah. Other then that everything else was working as intended.
