Anyone else missing white attacks and sometimes abilities? Hit cap should be 8%, right? I'm at 6.56% + 3 points in Precision, so that means I'm over hit capped.
Didn't see one miss before the core, and now there's quite a few of them on each encounter.

White hits should miss if you are talking about fury (dual-wielding hit cap). Abilities shouldn't on bosses (there are some trash mob abilities that reduce your chance to hit - on some bosses as well, but you should know about them).

Dual-wield whites hit cap is 19% penalty + 5% base + 1% per level higher than your own (3% for bosses) = 27%

8% is the ability hit cap and single-wield attacks i.e. for Arms.
