Burning Crusade Is the seal of command bugged? (Onyxia TBC)

So, I leveled up 1-60 as prot paladin and since the TBC is out I started questing (due to dng xp being a bit low) and I re-spec to Ret.
One thing I noticed is that for some reason my seal of command does not last 400ms when I changed into a different one (seal twist). I asked in general chat but no one answered, sadly. I am not sure is it maybe on my end or since it's wotlk client was it backported thru wotlk engine so the seals instantly apply.

I think the seal stays for 400 ms as it should, but it does not show on the buff bar.

So, a form of a visual bug! Okay, thank you so much! I must've been quite unlucky with procs when checking on a dummy cus I didnt see a single double proc in my combat log!

tested seal twisting 20min with twist WA's from other pservers + retail ones.
twisting soc <-> sor didnt work a single time.

Is it worth to play retri pvp without seal twisting? Now i playing as holy and it's pretty fun, but when I complete my whole set then I want to respec for retri.

(I mean bgs playing only).
