character restoration

Does my deleted character need to be over lvl 75 to restore him? In the character restoration on the website I see my lvl 30 characters too. But i wont donate before im sure that I can restore that char

You can only restore characters who are at least 5 levels below max level. So your level 30 is forever gone.

So I guess I missed it as I browsed the forums, our alts under 75 are gone on here?
