Personally I prefer to play assassination because its more fun than combat and more flexible than sub while also doing very good single target damage and the best aoe, sub will out damage assassination if your rotation is perfect and the boss fight allows for it but unless you want to be forced in to swapping specs depending on the fight or you are new to playing a rogue I wouldnt recommend playing sub since its a very high skill cap spec in pve.
^ what he said, assassination and combat are both perfectly viable in pve, but, if like arcane mage, you get bored of mashing 2 buttons and gg wp, you can try sub to actually sweat... and outdps the other 2 specs by a significant ammount (depending on your raid crit of course) Honor Among Thieves proc is why your dummy dps is going to appear to be stupidly low and at times, impossible to keep up due to "need combo points to refresh but just refreshed that other thing so no combo points"... when in raid you get a free combo point every 2-3 secs from other people doing critical hits, it makes life easier and dps higher
islingr is almost totaly correct sub is best pve spec, but making it hard to pass dummy test a lot of people decide on some easier spec(combat, assa) even in raid if you fail your shadow dance you might drop quite low, but if you manage to pull of a great one top metter in dps is guaranteed.
btw honnor ammond thieves has 2 sec cd(says on tolltip) though it seems it tends to proc way more, about once every sec
I have tested it and the internal cooldown works as intended, you might be confusing your crits giving 2 combo points instead of 1 on abilities that already apply a combo point
From my long experience playing Rogue PvE on Neltharion this is how I feel;
- Sub has the most single target damage if you can be behind the target, and you know how to play it.
- Combat is very good on the bosses you can killing spree on, and beats sub if you are able to cleave with Blade Flurry.
- Assassination beats combat on the bosses you can't killing spree on (Ultraxion, Madness)
As for AoE damage with Fan of Knives, Assassination deals the most damage, but its very low compared to other classes and in most cases its not even worth using Fan of Knives at all.
Reforging:
Combat and Assasination share somewhat the same reforges and stat priorities, so you can have both and swap between them depending on the boss. I would not recommend playing Sub in wrong reforges, so choosing this spec you gotta stick to it, or go reforge mid raid.
So what spec to choose?
Sub is by far the most fun spec to play, no doubt. Its also the hardest.
Combat is a very good spec over all, even when you can't killing spree. Its rather easy to play.
Assassination is good as well, but it gets boring in my opinion. Its slightly harder than combat to play.
If you are new to rogue I would recommend playing Combat. Its easy to play and its less gear dependant than the other two specs.
Becouse it seems to become a discussion thread about sub rogues i have some fellow rogues some questions to ask.
1. In madness on few platforms getting behind target is impossible for sub, or is there a spot where you can still do backstabs?
2. Spellpower increases poison damage(tested and few people also confirmed this to me). Is it possible to have a good use of rathrak.
3. The big question for sub rogues. ds 4 set vs ds 2 set+ fl 2 set, i've seen a lot of discussions on this and i want to hear your opinion.
You can only backstab/ambush 2 of 4 arms. The far left one and the far right one. I tried fiding a spot on the two middle ones but you can't do it. Also you can't backstab/ambush the corruptions that spawns in the back. So Sub rogue feels pretty useless on Madness when you have to hemo spam half of the fight. However, you are able to backstab/ambush in phase two when you are nuking the head. Damage/dps is rather important here so you get very useful as a Sub Rogue.
You can also backstab/ambush everything else, elementium bolts, parasites(madness hc) + the fragments and terrors in phase 2, but there will definitely be a dps loss when you have to hemo. I have cleared Madness HC multiple times as a Sub Rogue. You might not be one of the top dps overall, but its still useful.
As for spellpower poison increase I have not tested this myself, but I have tested playing assassination with ilvl 416 heroic Rathrak dagger. It will not increase your dps at all, even with the proc. The weapon damage is just too low and you lose too much damage from both abilities and auto attacks, resulting in a huge dps loss.
DS 4 set bonus vs DS 2 set + FL 2 set is kinda optional, and it depends what gear you have. I wouldn't go from 410 to 391 just to get the 2 set bonus, its not that great and with the agility loss and gem/socket loss in most pieces I dont think its worth it. Same goes for 397 to 378. However, going from 397 to 391 on two items is not that big of a deal and it could increase your dps, I would probably go for it. But on like Spine where you gotta do maximum burst and damage in a small time period, I would go DS 4 set again just for the extra 1 or 2 ambushes.
Using DS 4 set and getting that ambush also increases your find weakness uptime by like 1-2 seconds per dance, which means one more backstab with find weakness outside of shadow dance as well.

This does stack if you continuously keep critting, but it also has a cap and its really hard to keep the damage on its maximum. From my experience playing with FL 2 set you gotta stay on the same target for a long time for it to have a good % of your overall damage. If you dont crit and drop the debuff often, or if you swap targets a lot it wont be nearly as good as it would be if you stay on the same target and keeping the debuff going.

even though touri veins says that having fl 2 set is better but i still think that skilled player could use ds 2 set better and i saw touri veins fail before in other guides *cought*resto dudu guide*cought*.
in addition there are quite a few fights in ds where you cant keep up the uptime on boss in ds(yor(without bugging ofc), warmaster, madness, even morchok(even though we dont need to move out of black blood, we still lose debuff when he pulls us in))
you should try hemorrhage spec 2x nokaleds with 2/3 in precision and 2/3 in ruthlessness , you wont be topping any meters even in bis gear but its pretty fun.
hemo spec isnt as bad as people think, atm dont even go combat at ultrax i just put my pvp sword and go as hemo sub, plenty of combo points and i even stay in hots soo raids dont really care about dps on that boss.... it falls behind from backstab by 4-6 k
