So, I have made a ticket previously asking what's the stance on a certain method of powerleveling. The GM was apparently unsure since he told me he would bring the issue to the head GM, but I haven't heard back from him in a few days, so thought I'd ask here. Can't recall the GM's name, but I figure there's more chance I'll be answered here.
Anyway, the powerleveling method I'm talking about is done like this. Have a high level and a low level in the same group in a dungeon, with the high level running through the whole dungeon gathering every mob he comes accross but not dealing any damage to them. Then have the high level leave the group once the pull is done, and the low level aoe the pack to tag the mobs, only for the high level to finish the pack off by aoe'ing. This grant amazing amounts of xp. I have heard that this was allowed, and I've heard it wasn't, so I want an official answer from the GM's.

This here thread doesn't state that it is not allowed, seeing as the only bannable kind of powerleveling cited is : "- Powerleveling (to bring a low level char to a high level zone to rush its leveling)." - I am talking about dungeons of the same level, like Stockades for a lvl 25.

And this here video shows that Blizzard apparently allowed the practice, but still banned a well known player for using it to attain world-first 80. So, kind of a mitigated answer there.

These mobs respawn pretty fast, because they're supposed to be killed by cannons (that do not work here http://www.warmane.com/bugtracker/report/13890 ). Thing is, they give xp for some reason (I don't know if they should), and that makes this a veeerry powerful farming spot. So powerful, actually, and so convenient (because the mobs are inside a phasing), that a lot of bots are farming the place and taking low levels there through warlock summoning to boost them from 1 to 80 (yes, I've seen this happen numerous times - http://imgur.com/a/m1QMv - reported it numerous times, and seen a looot of bans related to this, flagged for botting).
So, it's out of the question that these botters should be banned, at least for botting. But here is my second question : is it allowed to farm these mobs (at lvl 78, level at which the quest to get inside the phasing opens) to get xp ? Keep in mind that it goes fast if done right (hard to farm alone because of the sheer amount of mobs), but can only grant 2 levels (if not abused by grouping low levels that are brought to icecrown outside of the phasing). The reason I'm asking is because I'm not sure if this is a bug, and therefore bug abusing. As I said, no idea if these mobs gave xp in retail.
Edit : forgot to also ask, in the case that farming the icecrown mobs isn't considered a bannable offense, is the practice of having low levels in a group nearby while having a high level killing the mobs allowed ? I saw some players who were farming the mobs but not botting, and they were adamantly denying that they could be banned for this.
as far as I know, "bannable powerleveling": when an other player help you to kill mobs with "skull" ( which means 10 level above you).
This is bannable because on Retail mobs with skull gives really low exparience, instead here they give high exp.
So as long as other players do NOT help you to kill mobs with "skull" you are fine

I think it goes for the guy who solos the mob. We have a problem on frostwolf whereas some low guy, without 450 weps mind you, can use said item to kill or render a boss/mob to very low HP, the player himself only surviving due to having all heirlooms on.
