Heroic dungeons - No emblems/wrong emblems

I just noticed that some heroic dungeon bosses are not dropping any emblems or just some pathetic emblem of heroism. Yesterday they were dropping emblems of valor.

Is there any reason why this got changed again?

Nah during 3.1 hcs still dropped heroism. This Selaya dude is like the emblem police, every thread or bugtracher post about it he's present...
