If you are looking for an addon which tells you when talents like taste for blood or sudden death proc, you can try Event Alert.

Is it really so hard to watch Rend's uptime, count the Rend ticks into Taste for Blood's ICD and watch Taste for Blood? Because that's basically the only thing you have to watch for as Arms. The rest is MS & OP smashing (with some Slams somewhere in between if we're talking about PvE).

Or you can just get a combat text addon like MSBT(iirc most others do the same) that shows your procs (TfB, Sudden Death) and even give you an announcement when you hit execute range. Regardless of what you choose to do youll still need to do what taralej said to truly be efficient though.

The default Blizzard combat text handles this just fine. Shows you effects gained and when you can use moves like Overpower/Revenge/Execute.

Get power aura classic. It can show all kind of talent procs, trinket procs, etc...
