Faction change and knights of the ebon blade

I've made a faction change from horde to alliance recently and the shadow vault went to it's original state (with hostile mobs). According to wowhead, in order to turn the shadow vault into hub again, you are supposed to redo the following quests:

But the problem is, Thassarian who should give you the first quest, does not give it. Has anyone encountered the same issue?

It appears to be labeled as "Dismissed", perhaps you have to find a starting quest that you may have did as Horde but have to do again as Alliance? That or message a GM to fix it for you.
