Pandaria Brother in death

Im a lvl 63 dk nd im doping this quest - Brothers in Death, and theres alot of people standing in the spot where koltira shiould be but hes not there and i can t progress in the game.. Is this quest bugged ?

Still not there, it's already the third day it doesn't work, more and more people keep coming to the spot and all writing tickets, no one seems to care

I was actually able to do the quest today... after waiting 30 mins for the NPC to appear .. respawn?

He doesnt spawn or is glitched somewhere.. :(

actually i'm like 3 hours waiting for NPC to appear but nothing happens!!
