Okay so since I'm new to the forum I'm sorry if i put this in a wrong place.
So what I wanted to ask was ,am I able to buy heirloom gear with justice points (In Dalaran) with my Horde Blood Elf and then mail it to my Alliance Human?

Yes, bt it'll be the only items you can send, so no gold, etc.
