On voa 25 boss dropped Sanctified Scourgelord Legplates and i rolled 37 for it while group leader ..... rolled 3 times.The first time he rolled 2,second 14,and third time 7 and still lost,but he took them nayway and left raid and refused to give me the item and verbaly abused me...can i do anything to get them and what will be punishment for .....?

Sadly enough you won't be able to get that piece of gear. The only thing you can do is present a proper report with screenshots and detailed information to a GM in order for them to analyze the situation. However keep in mind one thing:
When you join a "pug raid" you should always ask for an official statement, from the raid lead itself, about the loot rules. This will allow you to clarify what sort of rules are going to be used and if any kind of items are reserved. Once you get that official statement you should screenshot it and in case this situation happens it allows you to state that you were officially "ninja'ed" (Note: Ninja is the in-game term used for loot stealing).
When you make a report with those rules in a screenshot plus the ninja act itself screenshotted as well, usually, punishments happen and that person gets a temporary ban.

This happened yesterday,and full of rage for what happend and chat abuse i didnt screenshotted a thing.So now without that proff of screenshot,he will get away with that ,,ninja'ed,, and the spawn he did to me,and there is nothing i can do to prove that because it happened yesterday and that chat is gone in-game?

Yes, sadly enough, he will get away with that. The in-game chat is not a thing that stays recorded for the staff to see. That's not possible since you would overflood the server capacity with text logs. I'm pretty sure you can understand the ammount of logs that would generate since people like to spam every single chat they can.
Take this as a lesson and don't forget to follow what I mentioned above in order to avoid this kind of situations. Worst case scenario, if they happen, at least you know how you can have your payback by making this community a little bit more healthy through a proper report.

Try to make him admit in a whisper about he did it (without overspamming it, ofc).. like in criminology, ask your parents (even if you are an adult) how to do it best, you might make him confess - this would be fine for getting him banned, but be very careful, and, like nothing important going on, while trying to trick him! Just a suggestion, as it often is a response, try to trick him around reports aren't ever read, bans are so short, etc... i remember ago, when a ninja tried to make a raid with a master loot, the whole global pissed about him... Everyone told him to reset the loot system to Group, but he denied & kicked people; it went that far, that, though saying it in front of Obnoxious, i warned him anytime he starts the boss, i would bug him (there was a way to reset him, without cheat engine, just normal gameplay position), so he doesn't troll again... eventually, the raid had fallen apart and the other faction got the boss, hope fairly xD
