It lasts untill 7th, because it started 3 days late. Supposed to end on 4th due to in-game calender

I am having trouble doing the juggling in Dalaran on two of my toons, a Death Knight and a female Draenei, they just won't catch the torches, I have done it on other toons no problems.

Anyone else had this problem or a solution?

You need to go to a major town first and complete the first 2 torch quests. The one that makes you throw torches at the marked areas and the catch 3 torches quests. Before you do those you won't be able to even catch a torch.
