Character trade question

i couldnt find the answer so here goes. if i buy someones character but it says inventory not included, does that also mean the mounts they would have learned arnt included either?

No, it doesn't means that, it just means you won't get anything in bags, bank, void storage and so on.
What decides if you get a mount or not is whether it's a mount tied to that specific character or an account-wide mount. You only receive things that are tied to the character, nothing that's account wide.
