You are obviously using Carbonite as an add-on. Someone was a jerk and added a password to that area, so anyone else who is using that same area is getting the same pop-up.

There are probably others here who can help you disable that annoyance, but it has been several years since I have used it. It was something about Zone Radar, or something similar. Just see if you can find something like that, and disable it. (I think it was under something like, 'communication'... can't remember though :p)
