Scholazar Basin faction quest (Frenzyheart/Oracles)

While I can't speak for a Oracle side of things, it seems to me that the quest 'Lightning Definitely Strikes Twice' for the Frenzyheart tribe doesn't seem to work. I've used the item around 12 times, it having a 1 min cooldown, and nothing happens. Anyone got any insight on this issue?
